      CSPPLAZA光熱發電網訊：近日，中廣核德令哈50MW光熱發電項目發布其機組整體調試、運維技術服務招標公告。據公告顯示，該招標文件的獲取時間段為2017年9月30日至2017年10月15日（節假日除外），開標時間為2017年10月20日上午9時（北京時間）。

　　據此前消息，今年8月31日，該項目廠用電受電一次成功，標志著該項目將逐步開始設備調試工作，項目實施進入新的里程碑階段。

　　在本次招標中，公告對投標人資格提出了如下要求：投標人需承擔過50MW以上槽式光熱電站整體調試工作且不少于兩項，投標人需具有5年以上槽式光熱電站運維業績且不少于兩項。同時，此次招標接受聯合體投標。

　　據CSPPLAZA此前報道，截至9月23日，該項目太陽島整體完成65%以上的工程量；常規島部分：汽輪機已到貨，計劃11月份安裝完成；傳熱與儲熱島部分：土建及建筑工程基本完成；傳熱區設備安裝完成100%；管道安裝完成70%。第一次1200T油已注入完成。冷鹽罐與熱鹽罐本體已完成，正在進行附件安裝。計劃10月份安裝完，具備上鹽條件。整個項目在整體系統構成上已初具雛形。該項目目前在整體進度上遠遠領先于其他示范項目，預將成為中國首個并網投運的光熱示范電站。

　　中廣核德令哈50MW光熱發電項目是我國首個正式開工建設的大型商業化光熱發電項目，該項目于2014年7月開始投資建設，并于2016年9月成功入選我國首批光熱發電示范項目。

中廣核太陽能德令哈有限公司（以下簡稱“招標人”）作為中廣核太陽能德令哈50MW光熱發電項目機組整體調試、運維技術服務（以下簡稱“本項目”）的招標人已具備招標條件。就本項目采購進行公開招標。合格的具有獨立法人資格以及滿足本招標公告中關于投標人資格要求的投標人均可報名參加本項目的投標。

1.1項目名稱Project Name：

合格的投標人應是滿足資質要求的企業，具有圓滿履行合同的財務實力、技術能力和生產經驗。具體應符合下列條件：

Eligible bidders refer to company meeting the qualification requirements and having the financial strength, technical capabilities and production experience as needed for the successful fulfillment of the contract obligations, shall meet the following requirements:

1）投標人需承擔過50MW以上槽式光熱電站整體調試工作且不少于兩項，投標人需具有5年以上槽式光熱電站運維業績且不少于兩項。（調試和運維兩項工作業績，均以業主方出具的證明為準）

The bidder shall have at least two project references of overall commissioning of 50MW parabolic-through (or above) solar thermal power generation project, and shall have at least two project references of operation and maintenance of parabolic-trough solar thermal power generation project for at least 5 years (experience of commissioning, operation and maintenance are subject to the certificates issued by the employers)

2）接受聯合體投標。

Joint venture is acceptable.

3）投標人在近5年內有以下情形的則不被接受：

Bidders shall not be accepted should the following have happened within the recent 5 years:

（1）投標人有騙取中標、嚴重違約、重大工程質量問題或因自身的原因而使任何合同被解除的情形。

The bidder has defrauded to win the bid, has had serious breach of contract, serious project quality problem or has caused any contract to be dissolved due to its own reasons;

（2）投標人在招投標活動中有串通投標不良行為記錄或涉嫌串通投標并正在接受主管部門調查的。

In the bidding activities, the bidder has bad records of bid rigging or are being investigated by the competent authorities for bid rigging;

（3）投標人處于被責令停業、財產被接管、凍結、破產狀態。

The bidder is ordered to stop the business, its property being taken over, frozen or bankrupt.

*以上要求投標人必須同時滿足，所提供的所有資質文件必須真實，且與投標人主體一致，否則在評標時做廢標處理。

*all the above requirements must be met and all the qualification certificates provided must be true and holding the same name as the Bidder. Otherwise, the Bid will be rejected during the Bid evaluation.

投標人請先與取得聯系，由經辦人提供法人授權委托書、本人身份證復印件。招標文件包括電子版與書面版，如電子版與書面版有差異，以書面版為準。招標文件以中文書寫。

本套招標文件（包括電子版）的售價為1,000元（大寫：人民幣壹仟元整），此款須在獲取招標文件之前或同時以現金的形式交付。招標文件售后一律不退。如需郵寄（包括圖紙），每套加收人民幣300元。

Price of the Bidding documents

The price of the complete set of the Bidding documents (including soft copy) is 1,000 yuan. (In word: CNY One Thousand). The payment shall be made prior to obtaining the Bidding documents or paid in cash while getting the Bidding documents. The fee is non-refundable. An extra fee of 300 yuan shall be charged in case of mail delivery (including the drawings).

投標保證金金額為人民幣叁拾萬元整（小寫：￥300,000.00）。提交方式與時間應滿足招標文件投標須知中關于投標保證金的規定。

投標人應對招標人直接或間接提供的與招標文件相關的所有文件、數據和其他資料進行保密，無論上述資料是在投標前、投標過程中或投標結束后取得，除非得到招標方的書面同意，不得向任何第三方披露。
